Midland City Council approves zoning amendment for Detour Bar on Rankin Highway

The Midland City Council meeting on July 8, 2025, focused on a significant zoning amendment for a specific use designation in the city. The council discussed an ordinance that would allow the existing Detour Bar, located at 1708 Rankin Highway, to sell all alcoholic beverages for on-premises consumption. This change is subject to certain conditions and restrictions outlined in the ordinance.

The property, currently zoned as a Regional Retail District (RR), is situated at the northwest corner of West Montgomery Avenue and Rankin Highway. The proposed amendment aims to enhance the area's social and commercial landscape, aligning with the city's comprehensive plans that encourage community gathering spaces.

The Detour Bar, operated by Ellis Smith, has a serviceable area of 3,361 square feet and will maintain operational hours from 11 AM to 2 AM, seven days a week. The establishment currently holds an active Texas Alcoholic Beverage Commission (TABC) license valid until the end of the year.

During the meeting, it was noted that the surrounding land use is compatible, with commercial businesses to the north, a restaurant to the south, and a gas station to the east. Importantly, there are no schools or churches within 300 feet of the bar, which is a requirement for this type of zoning change.

The council received two objections to the proposal, resulting in a 4% objection rate. Since this percentage is below the 20% threshold, it does not require a supermajority vote for approval. The council's decision on this ordinance reflects a broader commitment to fostering local business development while considering community needs.
