The Toledo City Plan Commission convened on July 3, 2025, to discuss several key zoning and site plan cases, focusing on developments in the Morris Street area and a proposed daycare center on West Central Avenue.
The meeting began with a review of three companion cases related to 313 Morris Street. Case Z250016 proposed a zone change from Industrial General (IG) to Industrial Light (IL). Staff recommended approval, citing alignment with the Fort Toledo plan and compatibility with surrounding land uses. The commission unanimously approved this zone change.
Following this, Case MRO 425 involved a Maumee River overlay review for site modifications at the same address. Staff again recommended approval, noting consistency with the Forward Toledo comprehensive plan and the Maumee River Overlay district goals. The commission approved this case unanimously as well.
The third case concerning 313 Morris Street was SPR 250022, a major site plan review for site modifications. Staff recommended approval, emphasizing that the modifications would activate a currently vacant building and enhance the surrounding area. This case also received unanimous approval from the commission.
The next item on the agenda was Case SUP250015, a special use permit for a tobacco shop at 229 Main Street. Staff recommended disapproval due to the proximity of the proposed shop to a park and school, which violates zoning code requirements. Despite the applicant's arguments for community benefit, the commission voted unanimously to disapprove the application, allowing the applicant to present their case to the city council on August 13.
The commission then reviewed Case Z250015, a request for a zone change from split commercial and residential to fully residential at 541-4300 First Street. Staff recommended approval, and the commission unanimously supported the change, allowing the applicant to return to city council on August 13.
Finally, the commission discussed Case SUP250018, a special use permit for a daycare center at 2800 West Central Avenue. The applicant, currently operating a therapy center for children with autism, sought to convert the facility into a daycare. Staff recommended approval, and despite some community concerns regarding traffic and safety, the commission approved the application, subject to conditions.
In summary, the Toledo City Plan Commission made significant progress on various zoning and site plan cases, with unanimous approvals for developments aimed at revitalizing the Morris Street area and enhancing community services. The next steps for several cases will involve presentations to the city council on August 13.
