The Goochland County Board of Supervisors held a regular meeting on July 1, 2025, where significant discussions centered around a proposed rezoning application for a 138-acre property known as High Field, located on Rockville Road. The meeting began with a presentation from county staff regarding the need for a left turn lane at the southernmost entrance of the development, which would require land from the Tuckahoe Bridge common area. The applicant, represented by Natalie Croft of Eagle Construction, expressed willingness to collaborate with the common area owner to amend road proffers for an enhanced roadside buffer.
Croft outlined the development's alignment with the county's comprehensive plan, emphasizing the preservation of rural character while providing diverse residential options. The plan for High Field includes a mix of lot sizes, with 40% of the area designated as open space. Community feedback led to adjustments in the layout, including the addition of a second access point on Rockville Road, which is designed for right-in, right-out traffic only.
The proposal includes extensive roadway improvements to Rockville Road, which is classified as a minor collector road. These improvements aim to enhance safety and visibility, including regrading and reconstructing nearly half a mile of the road to eliminate steep grades and improve sight lines. The applicant committed to completing these improvements before any home construction begins, with a timeline set for completion by summer 2026.
Concerns were raised regarding public safety and access during emergencies, but Croft assured that the development complies with fire prevention codes and that alternative access routes are available. The proposal also includes extending a waterline to facilitate public utilities for nearby economic development sites.
The meeting concluded with a focus on the importance of the proposed improvements to Rockville Road, as there are currently no other plans or funding for upgrades from VDOT or the county. The Board will continue to review the application and its implications for the community.
