Lemoore City Council shifts animal services to Avenal reducing budget impact

The Kings County Board of Supervisors meeting on June 17, 2025, highlighted significant budgetary challenges and changes in animal services, as well as discussions on law enforcement staffing and resource allocation.

A key topic was the impact of Lemoore's decision to opt out of Kings County's animal shelter services, which will save the city approximately $150,000 annually. This decision shifts the burden of stray animal services to Avenal, resulting in a projected budget decrease for Kings County of about $300,000. Supervisors expressed concern over how to absorb this loss without cutting positions in the already strained animal services department. The sheriff noted that similar situations had occurred with other cities, emphasizing the need for clarity on service responsibilities and funding.

The meeting also addressed the need for additional law enforcement resources. The sheriff urged the board to consider funding for new deputy sheriff positions to enforce the recently passed no camping ordinance. He pointed out that current staffing levels are insufficient to handle the increased workload, particularly in managing homeless encampments.

Additionally, the sheriff proposed changes to existing positions within the department. He suggested making two air support unit positions permanent, which would not increase the overall staffing level but would enhance operational efficiency. He also requested the reclassification of a records clerk position to an investigative assistant role, reflecting the evolving responsibilities of that position.

The discussions underscored the ongoing challenges Kings County faces in balancing budget constraints with the need for adequate public services. The board is expected to revisit these proposals in the upcoming budget discussions later this year, as they seek to address both immediate needs and long-term planning for the county's resources.
