Moraga launches $2.5 million ADU accelerator program to boost affordable housing

During the Town Council Regular Meeting on June 25, 2025, the Moraga Town Council discussed the launch of the Accessory Dwelling Unit (ADU) Accelerator Program, aimed at addressing the housing crisis in California. Assistant Planner Cassius Carindang presented the program, which is designed to incentivize the development of ADUs through financial rebates for homeowners.

The program is part of a broader initiative funded by the California Budget Act of 2023, which allocated $2.5 million to cities in Contra Costa and Alameda Counties to promote preapproved, permit-ready ADU plans. Moraga has been awarded $31,385.63 to support this initiative, which aims to create 350 new ADUs across participating jurisdictions, including neighboring cities like Orinda and Walnut Creek.

The ADU Accelerator Program offers rebates of up to $7,500 for non-restricted ADUs and $15,000 for low-income deed-restricted units, which must be rented to low-income tenants for a minimum of 20 years. The program is designed to streamline the application process, requiring homeowners to submit two applications: one for the standard ADU and another for the accelerator program. The rebates will be issued upon completion of the ADU and receipt of a certificate of occupancy.

Council members expressed concerns about the limited financial impact of the rebates, noting that the costs of building an ADU can exceed $300,000. However, they acknowledged the importance of pursuing such initiatives to promote affordable housing options within the community. The program is expected to run until September 30, 2026, with applications being accepted on a first-come, first-served basis.

In addition to the rebate program, the council discussed the potential for developing preapproved ADU plans to further assist homeowners. While the current funding does not directly support this initiative, there is an opportunity to explore additional funding in the future if any of the allocated funds remain unspent.
