The first item on the agenda was a public hearing regarding a request from Hemat Chahan of Homestay Rentals LP for a specific use permit for a non-owner-occupied short-term rental at 3985 Horizon Road. The property is located within Rockwall Lake Estates and is approximately 815 feet from an existing short-term rental. Chahan, who has been in the hospitality business for over two decades and operates a Best Western hotel in Rockwall, expressed his commitment to running the rental professionally. He noted that he has not received any complaints from neighbors during his previous rental experiences. However, commission members raised concerns about the proximity of the proposed rental to existing ones, emphasizing the importance of adhering to established regulations regarding short-term rentals. The commission encouraged Chahan to return for further discussion on July 15.

The second request involved Gunner Lederman, representing Divine Peace Evangelical Lutheran Church, seeking an SUP for a daycare facility at 305 South Fannin Street. Lederman explained that the church currently uses the space for Sunday school and aims to convert it into a daycare to accommodate the growing number of families in the community. He assured the commission that the daycare operations would not interfere with church activities. The commission found the proposal straightforward and invited Lederman to return for further discussion on July 15 as well.

Both discussions highlighted the ongoing balancing act between community development and maintaining neighborhood integrity, as the commission navigates requests that could set precedents for future applications.
