The planned development application, presented to council by city planning staff, calls for four multi-unit buildings with individual lots, two-car garages for every unit, 18-foot-wide by 20-foot-deep driveways (meeting the minimum two-off-street parking space requirement per unit), fenced backyards and a private horseshoe-style street providing emergency access from the existing paved access easement off Highway 360.

Brooks Wilson, who identified himself as the representative for the owner and the owner of Will Plan Planning Group, told council the units would be owner-occupied and explained site features. “It will be blue when it's rainy, and it will be green when it is not rainy. And in the summer, it will probably be brown,” Wilson said, describing the detention area’s appearance between storms.

Councilmember Bynum asked specifically about long-term maintenance of the private street and the potential for the city to be called upon to repair HOA-owned streets in the future. “We have a history in our city with some HOA's not able to maintain their streets,” Bynum said, and urged that HOA documents include provisions to ensure sufficient funds for street upkeep. Wilson responded that city staff had worked with the applicant and that HOA documents would include mechanisms to fund street maintenance as part of the approval process.

Planning and Zoning forwarded the application to council with a favorable recommendation (4–1), and staff recommended approval subject to standard planned-development conditions. During the council discussion, staff reiterated that rear fences would be wrought iron, dividing fences between units would be wood, and landscaping standards would require smaller ornamental trees in front and back yards because of limited yard depth.

Councilmember Bynum made the motion to approve the ordinance and Councilmember Eads seconded. The motion passed unanimously.
