The City Council of Upland has taken a significant step towards revitalizing Foothill Boulevard, approving a bid for the Foothill Boulevard Pavement Rehabilitation and Utility Improvements project. Engineering Manager Bob Critchfield presented the project, emphasizing its importance as the first phase of a two-part initiative aimed at enhancing the infrastructure along this vital corridor.

Senior Engineer Hector Gonzales provided a detailed overview of the project, which will span from Benson Avenue to Readingway for water improvements and from Benson Avenue to Euclid Avenue for paving enhancements. The project includes extensive upgrades such as new water pipelines, hydrants, and the reconstruction of damaged asphalt, curbs, gutters, sidewalks, and driveways. Additionally, traffic signal upgrades and landscaping improvements are part of the plan.

Funding for the project totals approximately $13.2 million, sourced from various channels including $4 million from San Bernardino County and $2.5 million in American Rescue Plan Act (ARPA) funds. The city received four bids for the project, with Gentry Brothers Incorporated selected as the lowest responsible bidder.

As the project moves forward, the city anticipates significant improvements to both the functionality and aesthetics of Foothill Boulevard, addressing long-standing infrastructure needs. The council's approval marks a crucial step in enhancing the community's transportation framework and overall quality of life.
