Casperic criticized the "adversarial, opaque, and nonexistent" collaboration between the two jurisdictions, arguing that their dysfunction has allowed for developer encroachment and the loss of historic farmland through eminent domain. She pointed out that these issues disproportionately affect Black, Indigenous, and Brown communities, exacerbating environmental challenges and undermining the rights of families like hers, who have owned land for generations.

A key point of her testimony focused on the Texas State Historical and Archaeological Ad Valorem Tax Exemption, which has been in place since 1977. This exemption is intended to protect historically significant properties from high property taxes. However, Casperic revealed that the exemption is only available to properties within Austin's city limits, effectively discriminating against eligible properties in Travis County. She described her ongoing struggle to address this disparity, noting that both the county and city have repeatedly shifted responsibility for the issue back and forth, resulting in bureaucratic inefficiency and a lack of accountability.

Casperic's testimony underscores a pressing need for improved cooperation between Travis County and the City of Austin to ensure fair treatment for all property owners, particularly those from marginalized communities. As the task force moves forward with the 2026 bond program, her call for action highlights the importance of addressing systemic inequities that have persisted for decades.
