The Grand Prairie Planning and Zoning Commission convened on June 23, 2025, to discuss a significant annexation request and a proposed concept plan for a new data center development. The project, which includes six buildings and an electric substation, is set to be accessed via Miller Road.

The proposed development aims to establish a plan development district with light industrial zoning as its base. This zoning classification will specifically accommodate data centers, defined as facilities for housing computer servers and related components for data storage and processing. The development standards proposed include guidelines for building design, landscaping, screening, parking, and building height, mirroring those of a previously approved light industrial project in the area.

During the meeting, staff reported receiving four letters of opposition from residents located east of the project site. The development review committee recommended approval of the project, with a stipulation that cryptocurrency mining would be considered a separate use and prohibited within the proposed district.

Ryan Wyrick, representing the development group, addressed the commission, explaining the growing demand for data centers in the Dallas-Fort Worth area as a driving factor for the project. He confirmed that the development is currently speculative, with no tenants secured at this time.

The commission engaged in a discussion regarding the potential for the data center to be repurposed if it does not reach full occupancy. It was clarified that any change in use would require an amendment to the plan development district.

After deliberation, Commissioner Lucky Vaughn moved to approve the zoning change and concept plan as recommended by the development review committee. The motion received unanimous support from the commission, marking a significant step forward for the proposed data center project in Grand Prairie.
