This plan, covering the years 2025 to 2029, aims to address the pressing needs of the community through robust engagement and strategic funding applications.

Waters, who has dedicated over two decades to the department, emphasized the importance of community involvement in shaping the plan. "The plan must be built on robust community engagement," she stated, highlighting that input from citizens, organizations, and businesses is crucial for identifying specific needs and outlining effective solutions.

The five-year plan is essential for securing federal funds from the U.S. Department of Housing and Urban Development (HUD), which are allocated based on population metrics. Waters noted that the county must apply for these funds annually, making the planning process vital for future financial support.

The community engagement process included virtual and in-person meetings, surveys, and press releases, with a focus on reaching as many residents as possible. Waters reported that the most significant participation came from these meetings, reinforcing the plan's foundation on the voices of the community.

As part of the new plan, seven goals were established, a reduction from the previous eight, indicating a streamlined focus on the most critical issues facing New Castle County. Waters encouraged ongoing public input, inviting suggestions for innovative outreach methods to ensure continued community involvement.
