Oregon's Joint Committee on Ways and Means Subcommittee on Capital Construction has taken a significant step forward in funding critical infrastructure and community projects. During a meeting on June 24, 2025, the subcommittee approved a key amendment to Senate Bill 5531, which authorizes the issuance of $442.7 million in lottery bonds for 45 projects across the state.

The Dash 4 amendment replaces the original bill and outlines a comprehensive plan for the allocation of funds. Among the notable projects, $52.5 million is earmarked for affordable housing preservation, addressing the urgent need for housing solutions in the state. Additionally, $45 million will support the Hood River White Salmon Bridge Replacement Project and another $45 million is designated for the Willamette Falls Intertribal Access Project.

The funding also includes $33 million for flood protection infrastructure, with $20 million specifically allocated for improvements to the Portland Metro levy system. Other allocations include $10 million for levy inspection and repair grants, and $3 million for flood resistance infrastructure improvements in Harney County.

Further investments will enhance municipal infrastructure, with $20 million set aside to recapitalize the special public works fund and another $20 million for a newly established container port improvement fund. Education initiatives will benefit from $15 million in matching funds for broadband access for school districts and public charter schools.

The subcommittee's approval of the Dash 4 amendment marks a pivotal moment for Oregon's infrastructure and community development efforts.
