Oregon's Housing and Community Services Department is set to receive a significant boost in funding aimed at addressing the state's housing crisis. During a recent meeting of the Joint Committee on Ways and Means Subcommittee on Capital Construction, lawmakers discussed House Bill 3145, which directs the department to utilize funds from the local innovation and fast track housing program for the acquisition or construction of factory-produced housing.

The bill allocates $650,000 from the general fund for administrative purposes and to support a contract with the Network for Oregon Affordable Housing. This partnership will facilitate the establishment of a program design advisory committee and provide technical assistance to recipients of the funding. The initiative aims to support up to five locations during the 2025-2027 biennium.

In addition to the administrative funding, the bill includes a provision for $25 million in Lift funds to be awarded to the selected recipients for their housing projects. This funding is crucial as it will help streamline the construction of affordable housing options in Oregon, which is increasingly needed as the state grapples with housing shortages.

The measure also mandates that the Housing and Community Services Department report back to the legislature on program awards, financing options available to recipients, and recommendations for future program designs. The adoption of the dash A3 amendment to House Bill 3145 was recommended by the Legislative Fiscal Office and received support from committee members.
