Williams County has set the bar high, offering up to $25,000 per lot in infrastructure grants. In contrast, Minot's Ramstead development is facing challenges, with costs reaching approximately $87,000 per lot for necessary infrastructure. This disparity highlights the urgent need for Minot to adopt a more proactive approach in attracting developers and builders to the city.

The proposed Development Incentive Partnership Program aims to bridge the gap between landowners and builders by providing strategic incentives to reduce project barriers. The initiative seeks to transform underutilized or vacant land within city limits into shovel-ready sites, ultimately enhancing Minot's tax base through increased development.
