The Downtown Oxnard Improvement Association (DOIA) manages the district, which aims to enhance the downtown area through various initiatives, including maintenance, security, business development, and beautification projects. Ramirez highlighted that the anticipated revenue for the fiscal year is approximately $603,324, with contributions expected from both private property owners and public agencies. Notably, this year’s assessment reflects a 5% increase compared to the previous year.

The funds generated will support three core programs: district identity and place-making, which includes marketing events and public art; a civil sidewalks program focused on street cleaning and public safety; and the administration of the district's daily operations. The financial logistics involve the County of Ventura collecting the assessments through property tax billing, subsequently returning the funds to the city for distribution to the DOIA.
