The Richardson City Council Work Session on June 9, 2025, focused on a significant zoning request to amend existing regulations for a commercial drone delivery hub at the Amazon distribution center located at 303051 Research Drive. The proposed changes aim to allow the establishment of a drone delivery hub as an accessory use to the current facility, which was originally rezoned in 2020 for Amazon's operations.
Senior Planner Derek Peters presented the details of the zoning case, known as ZF 25-04, highlighting that the amendment would define a commercial delivery hub and establish operational parameters. The proposed hub would occupy no more than 10,000 square feet and include four launch pads. Additionally, the hours of operation for drone deliveries would be restricted to civil twilight hours, defined as 30 minutes before sunrise and 30 minutes after sunset, aligning with Federal Aviation Administration (FAA) guidelines.
The site, which spans 33 acres, is strategically located away from residential areas, with the closest residential property being approximately 888 feet away. The proposed drone hub, referred to as a "paddock," would be situated 1,200 feet from the nearest residential property, addressing community concerns about noise and safety.
The City Plan Commission previously reviewed the request and voted 3-2 in favor of the amendment, recommending the operational hours be adjusted to comply with FAA standards. The council is expected to deliberate further on this proposal, which reflects the city's ongoing efforts to integrate innovative technologies within its industrial zones while considering the impact on surrounding neighborhoods.
