Collin County is set to enhance its infrastructure and facilities following the approval of a significant bond sale during the recent Collin County Toll Road Authority meeting. The court authorized the sale of bonds totaling $220.7 million, aimed at funding various essential projects, including road improvements, county facility upgrades, and animal shelter enhancements.
Budget Finance Director Miss Eris Harris outlined the details of the bond sale, which includes propositions A through D. These propositions will allocate funds for court and detention facilities, animal shelter improvements, and road construction projects, with a focus on completing at least 85% of the work within the next three years. The total amount earmarked for these projects is approximately $98.7 million for the propositions related to facilities and $113.9 million for road improvements.
In addition to the bond sale, the county will also issue tax notes amounting to $8.1 million. This includes a one-year note of $5 million, which will utilize funds already collected from debt taxes, allowing for immediate investment in necessary upgrades to aging county buildings. The remaining $3.1 million will be issued as two-year notes to support ongoing projects.
The court's decision reflects a proactive approach to managing the county's infrastructure needs, ensuring that essential services and facilities are maintained and improved. The approval was met with a favorable vote of 3 to 1, indicating strong support for the proposed financial strategy.
Looking ahead, the county's financial advisor, Nick Gulash from Hilltop Securities, emphasized the importance of adhering to market conditions and maintaining fiscal responsibility throughout the bond sale process. The county aims to refinance existing callable debt, potentially saving on interest costs while ensuring that new projects are funded effectively.
