Planning staff highlighted that while projects with ten or more dwellings typically do not require a development plan for 100% deed-restricted projects, this particular application was conditioned under a zoning amendment from February 2022. The site, which spans 1.65 acres and currently houses 17 buildings, was previously zoned from NM 2 to public semi-public. In the fall of 2022, voters approved $24 million in funding for the redevelopment. The applicant has already secured a demolition permit for the existing structures on the site.
The design review committee had previously approved the aesthetics and site plan for the project on March 12, and the planning commission recommended approval of the application on May 7, with no conditions at that time. However, following further discussions and concerns raised since the planning commission meeting, staff introduced additional recommended conditions for the project.
During the meeting, staff also presented a conceptual sidewalk design aimed at providing a continuous walkway to Redmond Street, enhancing accessibility in the area. The council's discussions focused on ensuring that the development aligns with community needs and addresses any potential impacts on neighboring properties.
