The City of Upland held a Special City Council Workshop on June 2, 2025, focusing on the Capital Improvement Program (CIP) and staffing challenges. The meeting highlighted the city's commitment to improving infrastructure through a structured and accountable CIP process, which includes 134 projects totaling $76.5 million across 21 funding sources.
City officials discussed the historical challenges faced in CIP administration, including a lack of proactive planning and limited cross-departmental coordination. These issues have led to project delays and a reactive approach to infrastructure needs. To combat these challenges, the city has implemented a more robust CIP process, which includes monthly cross-department meetings and designated project managers for each initiative. This new structure aims to enhance project delivery efficiency and align efforts with long-term city goals.
Key projects within the CIP were also presented, particularly in the streets and roads category, which encompasses 47 projects with an investment of approximately $33.7 million. Notable projects include the reconstruction of Foothill Boulevard and Grove Avenue, as well as improvements to traffic signal hardware across the city.
In addition to road improvements, the city is dedicating $4.5 million to park projects aimed at modernizing recreational areas and enhancing accessibility for all age groups. McCarthy Park is set to receive $716,000 for renovations in the upcoming fiscal year.
The meeting underscored the city's proactive approach to infrastructure development and the importance of strategic planning to maximize limited resources. As Upland moves forward, the focus will remain on delivering projects efficiently while ensuring alignment with community needs and long-term objectives.
