California Assembly declares May 25 as Rosenda Day to combat drunk driving

During the Assembly Floor Session on May 27, 2025, California lawmakers discussed and adopted HR 40, a resolution declaring May 25 as Rosenda's Day. This day is dedicated to raising awareness about the dangers of drunk driving and honoring the memory of Rosenda Rose Smiley, a 14-year-old girl who tragically lost her life due to a drunk driving incident on May 25, 2024.

Assemblymember Lackey introduced the resolution, highlighting Rosenda's vibrant life and her aspirations. He shared that Rosenda was born after her parents faced challenges in having children and was described as intelligent, spirited, and compassionate. Her life was cut short when she was struck by a drunk driver while crossing the street, a reminder of the preventable consequences of alcohol abuse.

The resolution aims to honor Rosenda's memory and promote awareness of the impact of drunk driving, which is a leading cause of preventable deaths in the United States. Lackey noted that during a recent enforcement period by the California Highway Patrol, there were over 1,100 DUI arrests and 42 fatalities, including Rosenda's.

The Assembly voted overwhelmingly in favor of the resolution, with 75 co-authors joining in support. The adoption of HR 40 serves as a tribute to Rosenda and a call to action for the community to address the issue of drunk driving.
