Governor's Volunteer Service Awards honor Catherine Russo and Carolyn Barker in Rowan County

The Rowan County Board of Commissioners held a meeting on May 19, 2025, where they honored local volunteers with the Governor's Volunteer Service Awards. The ceremony recognized individuals for their outstanding contributions to the community and the state of North Carolina.

The meeting commenced with the announcement of the award recipients, beginning with Catherine Russo. Nominated by Cynthia Hodges of Look Twice North Carolina, Russo has been instrumental in teaching teen drivers about road safety, particularly regarding vulnerable road users. As the director of safety awareness and education for the North Carolina Concerned Bikers Association, she has developed over ten free programs aimed at improving driving habits. Russo was presented with a certificate of recognition from the governor, along with a commemorative pen and a Rowan County seal coin.

Next, the commissioners honored Carolyn Barker, nominated by Miriam Ramirez of Capstone Recovery. Barker has dedicated her time to various organizations, including Rowan Helping Ministries and Capstone Recovery, where she has served on the board and provided pro bono counseling since her retirement in 2002. She also volunteers with Meals on Wheels and teaches Sunday school. Like Russo, Barker received a certificate from the governor and a special pin.

The final honoree was Theresa Montgomery, who was nominated by Rowan Helping Ministries. Montgomery, a former guest of the organization, has returned to serve the community while pursuing her social work degree. Her extensive volunteer work includes assisting in various capacities at Rowan Helping Ministries, where her personal experiences allow her to connect deeply with those she serves. She was also awarded a certificate of recognition from the governor.

The meeting concluded with expressions of gratitude for the honorees' service and a call for continued community engagement. The commissioners emphasized the importance of volunteerism in enhancing the quality of life in Rowan County and encouraged others to follow in the footsteps of these exemplary individuals.
