The Board of Fire Commissioners convened on May 20, 2025, to discuss critical financial matters concerning the Truckee Meadows Fire Protection District. Chief Fiscal Officer Cindy Vance presented two significant capital projects funds aimed at enhancing the district's long-term fiscal sustainability.
Vance outlined the establishment of a construction fund for large projects that typically span five to twenty years, alongside a fund designated for extraordinary repairs and maintenance. This includes essential upgrades to facilities, such as HVAC systems and asphalt repairs. The current capital projects fund, established in 1979, will transition to align with newer Nevada Revised Statutes (NRS), ensuring that funds are restricted for their intended purposes.
The proposed budget for fiscal year 2026 includes an initial allocation of 4% for the construction fund, with plans to increase this to 7% over the next nine years. The extraordinary repairs and maintenance fund will start at 0.75% and grow to 2% within five years, reflecting the aging of facilities and the need for ongoing maintenance.
Following Vance's presentation, Commissioner Andrea moved to approve resolutions TM05-2025 and TM06-2025, which redefine the district's capital projects fund and create the extraordinary maintenance fund. The motion received unanimous support from the board.
The meeting also included a brief report from Jim Klauser, president of the International Association of Firefighters Local 2487, who attended to listen and learn, indicating no specific updates from the union.
The session concluded with the opening of a public hearing regarding the tentative budget for fiscal year 2025-2026, which may be continued to May 27 at 9 AM for further discussion and potential action. The board's focus on fiscal responsibility and long-term planning underscores its commitment to maintaining and improving the district's capital assets.
