The site, located near Union Cross Elementary School and other residential developments, has historically been agricultural land, previously used for tobacco farming. The area is part of the county's growth management area plan, which has evolved since the approval of the Weatherstone project in 2004, which introduced mixed-use residential options nearby.
A key point of discussion was the availability of public sewer services, which was not previously accessible, leading to earlier recommendations for large lot residential development. With the recent installation of public sewer, the current proposal aligns with the county's Legacy 2030 plan, which supports higher density residential development in areas served by utilities.
Despite the planning board's recommendation for approval, the proposal faced significant opposition during public hearings, primarily concerning traffic congestion at the intersection of High Point Road and Hastings Road, the increase in density, and the suitability of townhomes in the area. Opponents argued that the project contradicts the existing area plan and questioned the necessity for additional housing.
The planning board voted 5-1 in favor of the rezoning request, emphasizing the need for diverse housing options near employment centers and schools. The commissioners will consider the proposal in upcoming meetings, with the potential to address community concerns while facilitating growth in a developing area.
In addition to the zoning discussion, the meeting included a resolution recognizing May as Emergency Medical Services Week, highlighting the county's commitment to public health and safety. The board also approved minutes from the previous meeting and addressed financial matters with the CFO and budget staff.
