During a recent meeting of the Commission on Unemployment Compensation, officials highlighted the positive health of Virginia's Unemployment Insurance (UI) trust fund, which currently boasts a balance of $1.6 billion. This figure is a significant indicator of the fund's strength, especially as it surpasses the pre-pandemic peak of $1.46 billion recorded in 2019. The current balance reflects not only recovery from the economic impacts of COVID-19 but also a long-term strengthening of the fund, now $100 million higher than its previous high watermark.

Despite this encouraging news, the solvency percentage remains modest at 57%. This percentage is influenced by the calculation method that considers the highest three years of payouts, which still includes the elevated payouts during the pandemic. Virginia has experienced two major depletion periods in recent history: the Great Recession from 2011 and the COVID-19 pandemic from 2020 to 2021.

Looking ahead, employer tax rates will soon be recalculated using Virginia's standard methodology, following the expiration of the pandemic-era freeze on December 31, 2024. This change is expected to impact businesses across the state, as they will need to adjust to the new tax rates based on the current health of the UI trust fund.
