Hampton City Council celebrated local heroes during its recent legislative session, honoring two distinguished individuals for their exceptional contributions to the community. Michelle Vinny, a dedicated educator with over 16 years of service in Hampton City Schools, was recognized for her impactful role as the mathematics curriculum leader. Vinny, who has held various leadership positions and was named Teacher of the Year in 2015, is also a motivational speaker, inspiring audiences across the Hampton Roads area.
Detective Corporal Scott Quisenberry of the Hampton Police Division was also honored for his commitment to public safety. A member of the police force since 2007, Quisenberry has made significant contributions, particularly in his role as a task force officer for Homeland Security Investigations. His bravery earned him the City of Hampton Medal of Honor in 2024, the highest award given by the city.
Following the recognition of these hometown heroes, the council moved on to procedural matters, including public hearing protocols. The session included a rezoning application for a property on West Queen Street, aimed at converting the site into individual residential lots. Chief Planner Donald Whipple presented the details of the application, which seeks to rezone the area to facilitate the development of single-family homes.
