Developer and board context

A resident who previously served as a realtor said the absence of studio units would force multiple occupants into one apartment and reduce privacy and dignity for single-person households. Cornelia Gallo, a village resident, said she is concerned that residents of the new units will not necessarily work locally and that the site’s assumed vehicle ownership (1.5 cars per unit) may underestimate traffic impacts on the village intersection used for egress.

Supporters said the site is appropriate. Steve Rosenberg, who helped create the town’s open-space and affordable-housing committee, said the location was anticipated in the town’s 2009 comprehensive plan and is appropriate because it is adjacent to village water and sewer and walkable to the village center. John Clark, a village planning-board member and resident, cited the village planning board’s January letter supporting construction of 80 affordable apartments in the town’s village gateway zoning and urged that delays make projects less affordable. Other residents described the proposal as long-planned and argued the developer and town should move forward while leaving design details to the planning-board site-plan review.

The town board said it will hold the public hearing open and continue the matter at its June 9 meeting at 6 p.m. for consideration after referrals return. If the board adopts the local law at a subsequent meeting, the planning board will conduct site-plan review, during which architecture, landscaping, sidewalk connections, screening and other design elements would be considered.
