Beulah community unveils action plan to enhance outdoor recreation and local economy

A new community action plan aimed at revitalizing Beulah, Colorado, was unveiled during the Pueblo County Board of County Commissioners work session on April 6, 2025. The plan, developed through the Rural Technical Assistance Program (RTAP), focuses on enhancing the local economy through outdoor recreation while ensuring sustainable development.

Johnny Meyer, a member of the planning assistance team, introduced the initiative, highlighting its collaborative nature. "Community voices shaped the goals and actions that we're discussing here today," he stated, emphasizing the importance of local input in the planning process.

The action plan is structured around four key goals: balancing outdoor recreation with natural resource stewardship, fostering sustainable economic development, improving downtown infrastructure, and increasing community engagement. Each goal is supported by specific action items designed to address the unique needs of Beulah's residents.

For instance, the first goal includes conservation efforts and guided tours to showcase Beulah's outdoor assets. The second goal focuses on conducting a needs assessment for local businesses to better align services with community desires. Additionally, plans for a new recreation center and the installation of electric vehicle charging stations are part of the infrastructure improvements outlined in the third goal.

The workshop that facilitated this plan saw participation from 80 community members, including local residents and representatives from various organizations. This collaborative effort aims to create a shared vision for Beulah's future, with implementation expected over the next 12 to 24 months.

The significance of this action plan lies in its potential to not only enhance Beulah's economy but also to strengthen community ties and promote sustainable practices in the face of environmental challenges. As the project moves forward, continued community engagement will be crucial to its success.
