County Manager Genesio requests $70K funding increase for detention center project

Pueblo County officials are moving forward with a significant funding request aimed at enhancing the quality assurance processes for the ongoing detention center construction project. During the Board of County Commissioners (BOCC) work session on April 6, 2025, County Manager Bena Genesio presented a proposal to increase the contract for materials testing and inspection by $70,000. This adjustment is necessary to cover additional testing requirements that have emerged as the project progresses.

Jail Manager Dave Zupan explained that the initial contract, established before construction began, was based on preliminary estimates of testing needs. However, as the project has unfolded, it has become clear that more extensive testing is required to ensure the integrity of materials such as concrete and asphalt. The testing is conducted by an independent third-party contractor to maintain objectivity and quality assurance.

The proposed increase is within the originally planned budget, and Zupan emphasized the importance of timely approval to avoid costly delays. The commissioners expressed their support for the request, recognizing the need to maintain project momentum.

In addition to the funding discussion, the meeting featured a presentation from students at the University of Colorado Boulder, who shared insights from their work on a rural technical assistance program. This initiative aims to address various community needs and was well-received by the commissioners.
