Tiverton Investments proposes age-restricted manufactured home community to replace multifamily project

The Tiverton Planning Board held a significant meeting on May 6, 2025, where discussions centered around a proposed development project that could reshape the community's housing landscape. The meeting featured a pre-application presentation from Tiverton Investments LLC, represented by attorney Matthew Landry and project representative Mark Dimelo.

The proposal involves a shift from an existing comprehensive permit application for a 55-unit multifamily project to a new concept for an age-restricted manufactured home community. This change comes after months of deliberation and feedback from both the board and the public regarding the initial application, which included duplexes and apartment-style buildings.

Landry emphasized that the new proposal aims to address community concerns while significantly reducing the density of the project from 55 units to 105 units. This adjustment is expected to lessen the fiscal impact on local resources, particularly schools, as age-restricted communities typically do not generate school-age children. The proposed development would also include affordable housing components, allowing the town to count manufactured homes as half a unit towards its affordable housing goals.

The board and community members were invited to provide feedback on this new direction, which Landry described as a "good faith effort" to explore alternatives that could benefit the town. The proposal is still in its early stages, and while it would require a comprehensive permit, it is seen as a viable option that aligns with the town's zoning regulations.

In addition to the primary discussion on the manufactured home community, the meeting touched on the necessary state approvals and the potential for reduced waivers due to the less intensive nature of the proposed development compared to the original multifamily plan.
