Philadelphia council discusses funding issues for tangled property titles

In a recent budget hearing held by the Philadelphia City Council, significant concerns were raised regarding the issue of tangled titles—properties with unclear ownership that can lead to financial losses and displacement, particularly affecting Black and Brown families. Council members highlighted that there are still approximately 10,000 active tangled titles in the city, which contribute to a loss in property tax revenue and hinder generational wealth building.

Maisha Williams, the director of the title clearance unit, provided an update on their recent activities, noting that in the past four months, they had successfully transferred 29 property titles and screened over a hundred complex cases. However, she pointed out a significant challenge: the lack of available funding to assist families with associated costs, such as inheritance taxes and title reports. The unit is actively seeking grants and financial support to help those who do not qualify for existing low-income programs but still struggle to clear their property titles.

The conversation also touched on the broader implications of tangled titles in relation to the mayor's home initiative, which aims to preserve housing for residents. Council members emphasized that resolving title issues is crucial for helping individuals maintain their homes and build wealth across generations. Despite the pressing nature of these discussions, it was noted that there had been no formal discussions between the title clearance unit and the mayor's office regarding this initiative.
