A lifelong resident of Yucaipa, Franklin graduated from Yucaipa High School and earned a degree in criminal justice from California State University, San Bernardino. He served over a decade in law enforcement, beginning with the San Bernardino County Sheriff's Department and later joining the Redlands Police Department in February 2018. Franklin was also a board member of the Redlands Police Officers Association since 2022.
Described as dedicated, kind, and courageous, Franklin was remembered for his commitment to making his community safer. He is survived by his wife Ashley, two sons, and several family members. Senator Vogue expressed that Franklin's legacy as a hero will not be forgotten and extended condolences to his family and the Redlands Police Department.
In addition to Franklin's memorial, Senator Cortese also requested to adjourn in memory of Joan Frederick Kinnine, who passed away on March 22, 2025.
