The Committee on Business and Economic Development held a public hearing on April 30, 2025, to discuss several key legislative measures, including the Malcolm X Extension of Disposition Authority and Terms Sheet Amendment Act of 2025. This bill aims to extend the time for the Mayor to dispose of district-owned real property located at 1351 Alabama Avenue Southeast, known as the Malcolm X site.
Introduced by Chairman Mendelson at the request of the Mayor, the bill proposes the development of a mixed-use building featuring 151 rental housing units, which will include two and three-bedroom options. The project also plans to incorporate 7,500 square feet of daycare space, 2,000 square feet of community-serving retail, and a healthy food retailer. All rental units are intended to be affordable for households earning 30%, 50%, or 60% of the Area Median Family Income (AMFI).
During the hearing, Iman Smallwood, Development Manager for Banneker Communities, testified in support of the bill. She highlighted the community backing for the original proposal, which included 180 all-affordable units and similar commercial space. Smallwood noted that the project had received unanimous support from the Advisory Neighborhood Commission (ANC) 8A but faced delays due to unforeseen issues.
The committee also discussed other legislative measures, including the St. Elizabeth's East Partial Disposition Authority Amendment Act of 2025 and the Street Reprogram and Protest Process Amendment Act of 2025. Witnesses were invited to provide testimony, with a reminder for virtual participants to mute their microphones when not speaking.
The hearing underscored the ongoing efforts to enhance affordable housing and community resources in the District of Columbia, with the Malcolm X site development being a focal point for future growth and support. The committee will continue to evaluate the proposed bills and their implications for the community.
