Director Kevin Miller of Opportunities for Ohioans with Disabilities (OOD) presented a compelling case for the agency's 2026-2027 biannual budget during the Ohio Senate Medicaid Committee meeting on April 29, 2025. Highlighting Ohio's commitment to becoming a disability inclusion state, Miller reported significant progress in empowering individuals with disabilities through enhanced employment opportunities and support services.
Miller noted a remarkable 14.8% increase in the number of Ohioans served by OOD, with over 42,000 individuals receiving assistance in the past fiscal year. This growth reflects the agency's dedication to providing vocational rehabilitation services, particularly for those with mental health or substance use disorders, as well as developmental disabilities. The agency's initiatives, such as the Jobs for Recovery program and partnerships with educational institutions, have proven effective, with nearly 60% of participants remaining employed a year after exiting the program.
The budget proposal includes a state investment of $43.9 million, which, combined with federal funding, positions OOD to strengthen Ohio's economy while reducing reliance on government benefits. Miller emphasized the importance of collaboration with local agencies and employers, stating, "People with disabilities are our coworkers, our neighbors, customers, friends, family members, and constituents who want the same opportunities as everyone else."
In response to questions about federal disability determinations, Miller acknowledged ongoing challenges but reassured the committee that OOD continues to process claims efficiently, maintaining a decision timeframe of under 100 days. He expressed concerns about potential federal funding uncertainties but remained optimistic about the agency's ability to adapt and support Ohioans with disabilities.
