A proposed bill aimed at supporting families with disabilities took center stage during the Louisiana Legislature's Ways & Means Committee meeting on April 28. Representative Rain introduced House Bill 484, which seeks to eliminate the income cap for families with disabled students participating in tax credit programs associated with student tuition organizations (STOs). Currently, families must have a household income below 250% of the federal poverty level to qualify.
The bill highlights the need for additional support for the approximately 3,603 students enrolled in STOs, 12% of whom have disabilities. By removing the income requirement, the legislation aims to provide greater access to educational resources for these families, allowing them to choose between the STO tax credits and the Gator program without penalties.
During the discussion, concerns were raised about potential "double dipping" and the implications for families who may wish to designate funds specifically for disabled students. Representative Rain expressed willingness to consider amendments to address these concerns before the bill returns for a vote.
The committee ultimately decided to voluntarily defer the bill, allowing for further discussion and potential revisions. Support for the bill was evident, with several organizations, including the Louisiana Conference of Catholic Bishops and ACE Scholarships, voicing their backing, although some opposition was noted.
As the committee moves forward, the focus will remain on refining the legislation to ensure it effectively meets the needs of families with disabilities while addressing any concerns raised during the meeting.
