The project, developed in partnership with Opportunity Home, the city's housing authority, is set to offer a mix of affordable and market-rate units, with a total of 232 apartments planned.

The committee reviewed the project under a public facility corporation (PFC) framework, which allows for a full tax exemption. This exemption is intended to support the development of workforce housing in Council District 10, where the project is located. Ian Benavides, deputy director of the city's neighborhood housing services department, emphasized that the income generated from the project would be reinvested to support low-income residents, aligning with the city's strategic housing implementation plan.

However, the proposal faced scrutiny from Councilman Courage, who expressed skepticism about the project's affordability. He pointed out that only 10% of the units would be designated for households earning 60% of the area median income (AMI), which he argued does not adequately address the needs of the community. With the current AMI in the district exceeding $80,000, he noted that the income threshold for these units would still leave many struggling residents without affordable options. Courage's concerns highlighted a broader debate about the effectiveness of tax exemptions in promoting genuine affordability in housing projects.

Despite the criticisms, other committee members, including Councilwoman Villageran, expressed support for moving the project forward, contingent on receiving additional information about how the proceeds from the PFC transaction would be utilized. This includes funding for new affordable housing units and upgrades to existing public housing developments.

The committee ultimately voted to advance the proposal to the full city council for further consideration.
