Stan Ruudis, a lifelong resident, emphasized the urgent requirement for an emergency shelter on the island, advocating for a facility that can withstand hurricane-level conditions. He pointed out that the current youth center, while equipped with hurricane clips, is insufficient for the population's needs during a disaster, as it cannot accommodate the estimated 3,000 residents in the event of an emergency.

Ruudis proposed that a new shelter should be built to house a larger number of people, ideally located below the skate park, to ensure safety and accessibility. He stressed the importance of planning for future emergencies, referencing recent disasters across the country as a reminder of the necessity for adequate shelter.

In addition to the shelter, Ruudis called for a feasibility study on the Kimiko Highway to clarify right-of-way issues, which he believes could enhance safety for residents traveling to the beach. He also highlighted the need for a fleet maintenance program for county vehicles, arguing that maintaining equipment is crucial for effective service delivery on Lanai.

The discussion around the emergency shelter sparked questions from committee members regarding existing facilities and their capabilities. While some members noted that hotels could serve as evacuation centers, Ruudis countered that they would not be able to accommodate the entire population, reinforcing the need for a dedicated shelter.
