City reports significant improvements in road and sidewalk conditions since 2017

Newton City is set to enhance its roadways and pedestrian infrastructure following a productive meeting of the Public Facilities Committee on April 9, 2025. The committee reviewed significant improvements in the city’s roadway conditions, reporting a rise in the overall Pavement Condition Index (PCI) from 62 to 73.3 since the initiation of a major investment program aimed at upgrading local roads.

The program has successfully implemented various strategies, including targeted spot repairs and cold in-place recycling, which involves reusing existing asphalt to minimize waste. This environmentally friendly approach has been particularly effective on streets like Chestnut Street, showcasing the city’s commitment to sustainable practices.

In addition to roadway improvements, the committee highlighted ongoing efforts to enhance the pedestrian network. A comprehensive inventory of sidewalks and curb ramps was completed in May 2022, revealing that while 774 curb ramps have been reconstructed since 2017, approximately 39% remain non-compliant with accessibility standards. The city plans to update this inventory starting this summer to ensure continued progress.

The meeting also detailed the substantial increase in the percentage of roadways classified in the best condition, which has risen from 15% to 37% since 2018. This improvement reflects the city’s focus on maintaining high-traffic arterials and collector roads, which have seen their average ratings jump from 69.5 to 81.2.
