WSSC proposes $1.8B budget with 9.8% revenue increase for FY26

The Prince George's County Transportation, Infrastructure, Energy, and Environment Committee convened on April 10, 2025, to discuss the Washington Suburban Sanitary Commission's (WSSC) proposed budget, which includes a notable 9.8% revenue enhancement. This increase is aimed at addressing the rising costs associated with water and sewage services while also supporting financial assistance programs for low-income customers.

WSSC's Chief Financial Officer, Masar, presented a comprehensive 27-page report detailing the budget, which totals $1.8 billion—an increase of $21.7 million from the previous fiscal year. The budget reflects a strategic balance between operating and capital expenditures, with a significant emphasis on reducing long-term debt through increased use of operating funds for capital projects, known as PAYGO. This approach is designed to maintain WSSC's bond rating and reduce debt service costs.

One of the key highlights of the budget is the allocation of $8.9 million for financial assistance programs, marking an increase of $1.1 million from the previous year. This funding aims to support customers facing financial hardships, ensuring access to essential water services.

The committee also discussed proposed increases in various fees, including a 2.5% rise in the systems development charge, which is intended to ensure that new developments contribute to the costs of expanding the public water system. Public hearings on the budget are scheduled for April 15, with final decisions expected from both councils in early May.

As the budget process unfolds, the focus remains on balancing the need for revenue enhancements with the commitment to assist vulnerable populations, all while maintaining fiscal responsibility and infrastructure integrity.
