Michael Singh seeks three variances for Troy Farms in Ellicott City review

Howard County officials convened on April 10, 2025, to discuss a request for three variances from Troy Farms Liquors, LLC, represented by Michael Singh. The variances aim to reduce the minimum structure and use setbacks from 30 feet to 17.66 feet and 19.68 feet on the northern property line, and to 16 feet on the eastern property line for a retaining wall.

During the meeting, civil engineer Jeffrey Scenario provided testimony supporting the variance requests, emphasizing the unique characteristics of the property, which is surrounded by residential areas. He noted that the existing structure, which was damaged by fire, is being rebuilt with a footprint of over 5,000 square feet, and that the variances are necessary to accommodate adequate parking and meet safety codes, including the installation of sprinklers.

The proposed changes would formalize parking arrangements that previously existed informally, as the site had not been properly striped for parking. Scenario confirmed that the project would not expand the retail space but would enhance functionality and safety.

The meeting also addressed community concerns regarding the impact of the variances on the neighborhood's character. Scenario assured that the changes would not harm the community and highlighted that the development engineering division had no objections to the variance for the eastern retaining wall.

Additionally, a condition for approval includes the installation of a six-foot privacy fence along the property line adjacent to a neighboring home, which has been agreed upon by the applicant to mitigate any potential disturbances from the parking lot.

As the meeting concluded, the board acknowledged the importance of the variances for the successful redevelopment of the site, which aims to improve accessibility and safety for patrons while respecting the surrounding residential community.
