Richmond Council moves to explore municipal aggregation for competitive power rates

Richmond Town Council took a significant step towards enhancing community energy savings during their meeting on January 7, 2025, by approving a motion to explore municipal aggregation options for power supply. This initiative aims to provide residents with competitive electricity rates through a collective buying approach.

The council discussed the mechanics of the proposed aggregation program, emphasizing its opt-out nature, which has proven more successful in other New England communities compared to opt-in models. "If you do it on an opt-out basis, it allows a large buying pool, which leads to competitive rates," explained a council member, highlighting the importance of participation in achieving cost savings for residents.

Councilor Dan raised concerns about the potential for residents to overlook the opt-out option, suggesting that clear communication about the program's benefits would be essential. "If it's saving them money, I'd want to see what that actual savings was," he noted, advocating for transparency in the process.

The council unanimously voted to request the town administrator and solicitor to draft a request for proposals (RFP) for municipal aggregation services. This step will allow the town to compare different service providers and ensure they select the most competitive option for residents.

In addition to the energy discussion, Councilor Pamishano provided an update on the Richmond Economic Development Task Force, which aims to enhance the town's economic vitality. The task force will include representatives from various community sectors, including the Economic Development Commission, to foster collaboration and drive initiatives like farmers markets and new business opportunities.
