El Dorado County plans to consolidate senior day programs and adjust fees

El Dorado County officials are proposing significant changes to the senior day program in response to rising costs and declining participation. During the recent Economic Development Commission meeting, it was revealed that the program's general fund expenses have surged by 60% over the past four years, now totaling $800,000 annually. Currently, the program serves an average of just 7.5 participants per day at two sites, a stark decline from the pre-pandemic average of 25.

To address these challenges, the board is considering a three-year fee increase plan, which aims to gradually raise rates while minimizing the financial impact on participants. A survey indicated that 71% of current members would be able to continue attending if the increases were phased in over time.

In a bold move, officials are also recommending the closure of the El Dorado Hills site, consolidating services at the Placerville location. This change is expected to save approximately $440,000 in general fund costs annually while maintaining service capacity, as the Placerville site can accommodate all current participants. A survey showed that 54% of El Dorado Hills members would be willing to transition to the Placerville site.

The board is also tasked with developing a long-term plan for the now-vacant El Dorado Hills facility, which currently houses senior nutrition services. While the senior day program is set for restructuring, the nutrition program will remain unaffected, continuing to serve meals at the El Dorado Hills site.

These proposed changes aim to ensure the sustainability of senior services in El Dorado County, addressing both financial constraints and the need for effective programming. The board is expected to deliberate further on these recommendations in upcoming meetings.
