Tennessee Legislature Passes Bills to Address Child Welfare and Fentanyl Crisis

The Tennessee State Legislature's Judiciary Committee convened on April 8, 2025, to discuss several significant bills aimed at improving family law, addressing childhood hunger, and enhancing public safety.

One of the key discussions centered around House Bill 1355, which clarifies the definition of a "putative father." The bill stipulates that a father who provides only minimal financial support will not be recognized as a putative father unless he has legally established paternity. This measure aims to ensure that only those actively involved in a child's life can claim parental rights.

Another important piece of legislation, House Bill 1356, seeks to enhance kinship placement options for children entering foster care. The bill allows the Department of Children’s Services (DCS) to access closed adoption records to identify biological siblings, promoting family unity by enabling siblings to be placed together when possible.

House Bill 1357, known as the End Childhood Hunger Act, establishes a task force to develop a strategic action plan to combat childhood hunger in Tennessee. The task force is set to meet quarterly and will report its findings to the General Assembly by July 2026.

Additionally, House Bill 1260 aims to address the growing issue of fentanyl overdoses by making possession of fentanyl an arrestable offense with a mandatory minimum sentence. This bill also treats overdose incidents as crime scenes, holding drug dealers accountable for fatalities resulting from their products.

The committee also reviewed House Bill 1027, which proposes a grant program to assist law enforcement agencies in improving case closure rates and providing better services to victims. This initiative is designed to enhance public safety and ensure swifter justice for victims of crime.
