Oregon projects aim to facilitate 27000 housing units through critical infrastructure funding

In a recent meeting of the Joint Committee on Ways and Means Subcommittee on Transportation and Economic Development, Oregon lawmakers discussed significant funding initiatives aimed at bolstering critical infrastructure to support housing growth across the state. The committee reviewed a report detailing 44 projects, with 39 currently under contract, funded through a mix of state grants and local contributions.

As of mid-March 2025, these projects have collectively requested and received $6.8 million in reimbursements, with an additional $81 million still available for drawdown. Notably, the cities of Salem and Tillamook have successfully completed their projects, contributing to an estimated potential of 27,000 new housing units statewide.

The discussion highlighted the importance of these infrastructure improvements—specifically in water, sewer, and transportation systems—as essential to facilitating housing development. Eight projects are currently seeking changes to their project descriptions to better align with local plans, as outlined in Senate Bill 5550, which is part of the early session budget reconciliation efforts.

Committee members expressed optimism about the progress of these projects, with most expected to advance in the upcoming spring and summer months. However, they acknowledged that while the projected housing units are aspirational, some municipalities have development agreements in place that could lead to actual housing construction.

The meeting underscored the state's commitment to addressing housing shortages through strategic infrastructure investments, aiming to create a more sustainable and accessible living environment for Oregonians. As these projects move forward, they represent a crucial step in meeting the growing demand for housing in the region.
