Vermont agencies to adopt new environmental justice policies by 2027

A pivotal discussion on environmental justice took center stage during the Vermont House Energy and Digital Infrastructure meeting on April 4, 2025. Lawmakers outlined a comprehensive framework aimed at enhancing community engagement and ensuring equitable distribution of environmental benefits across the state.

Key to this initiative is the establishment of community engagement plans by various state agencies, including the Agency of Natural Resources and the Public Utility Commission. By July 1, 2027, these agencies are required to adopt plans that focus on engaging populations affected by environmental justice issues. This move is designed to ensure that communities, particularly those historically marginalized, have a voice in decision-making processes that impact their environment and health.

The meeting emphasized the importance of transparency and accountability. Covered agencies must consider cumulative environmental burdens when making decisions about projects and funding. They will also be required to submit annual reports detailing any complaints related to environmental justice and the actions taken to address them, starting March 15, 2024.

A significant aspect of the discussion was the creation of an Environmental Justice Mapping Tool, which will help identify and measure environmental burdens on vulnerable populations. This tool is expected to be operational by July 1, 2027, and will play a crucial role in guiding investments toward communities that need them most.

The meeting also highlighted the establishment of two key bodies: the Interagency Environmental Justice Committee and the Environmental Justice Advisory Council.
