Caroline County is poised to enhance its Problem Solving Court program following a recent proposal to apply for a grant from the Governor's Office of Crime Control and Prevention. During the Caroline County Commissioners meeting on April 1, 2025, representatives discussed the potential benefits of this funding, which aims to reduce incarceration rates and support individuals with substance use disorders.

The grant, which is part of a broader initiative to decrease the local and state incarcerated population, would enable the county to implement evidence-based practices designed to promote recovery and reduce recidivism. Michelle Bethke, a key figure in the program, outlined how the funding would facilitate the introduction of contingency management strategies. This approach rewards participants for maintaining negative drug test results with electronic gift cards, thereby incentivizing positive behavior changes.

The program has already shown promise, with nine participants currently enrolled.
