Thousand Oaks reports 2024 housing progress and new development strategies

The Thousand Oaks City Council convened on March 25, 2025, to discuss the annual progress report on the city's general plan and housing element, highlighting significant strides made in addressing local housing needs. Senior Planner Ian Holt presented the report, emphasizing the city's compliance with California's requirements for annual progress reporting on housing and land use.

A key takeaway from the meeting was the city's proactive approach to housing development, which included the creation of a mixed-use zoning district and the rezoning of properties to support housing initiatives. These actions are part of the city's broader strategy to meet its housing obligations under the Regional Housing Needs Assessment (RHNA), which allocated 2,621 units to Thousand Oaks for the current cycle. The city has made substantial progress, with 107 housing units approved in 2024 alone, including notable projects like 78 affordable townhomes and a mixed-use development with low-income units.

Holt noted that while the city has faced challenges such as rising construction costs and market instability, it remains optimistic about future housing developments. The city anticipates issuing permits for larger projects in the coming years, which will include affordable housing units.

In addition to housing development, the council discussed various municipal code amendments aimed at enhancing housing policies. These amendments include updates to accessory dwelling unit regulations and the establishment of a ministerial process for affordable housing incentives. The city also leveraged Community Development Block Grant (CDBG) funds to rehabilitate low-income housing, further demonstrating its commitment to improving living conditions for residents.

The meeting underscored Thousand Oaks' ongoing efforts to address housing shortages and improve community infrastructure, aligning with broader goals of sustainability and accessibility.
