Council comment included a request from Councilman Harris that staff revisit the city's agreement with Newport News Public Schools regarding use and funding of school facilities when the city funds upgrades to school fields. The council closed the public hearing, moved and seconded the ordinance and recorded a 5-0 roll-call vote in favor of adoption.

Why it matters: the approval authorizes a childcare facility in a single-family zoning district by conditional use, expanding local child-care capacity on a reused building.
