Scruggs Company proposes asphalt manufacturing plant in Villa Rica's J and M site

In a recent government meeting held in Villa Rica, Carroll County, discussions centered around the proposed development plans of J and M Tank Lines and the potential establishment of an asphalt manufacturing facility by the Scruggs Company, a subsidiary of Construction Partners. The meeting highlighted the ongoing collaboration between these entities and the city council, as well as the economic implications of the proposed projects.

J and M Tank Lines, which has previously received a variance for gravel operations, is currently awaiting a land disturbance permit for their approved civil plans. However, they have requested a temporary hold on the permitting process to address some internal matters. Meanwhile, the Scruggs Company has expressed interest in constructing an asphalt manufacturing facility adjacent to the original building planned by J and M Tank Lines. This facility is deemed an allowable use under the current zoning regulations.

During the meeting, city staff recommended approval for the asphalt manufacturing plant, emphasizing that it would not impact local water or sewer systems. The Scruggs Company presented their case, detailing the economic benefits of the facility, including anticipated tax revenues and job creation. They projected that the facility could generate approximately $750,000 in state and local taxes, alongside an estimated property tax contribution of around $20,000.

Jeremy Heidel, representing the Scruggs Company, outlined the company's extensive operations across the Southeast and their commitment to establishing a West Metro headquarters in Villa Rica. He noted that the facility would create up to 100 jobs, offering competitive wages and benefits, including stock options and bonuses.

The council engaged in discussions regarding the future involvement of J and M Tank Lines in the project, with some members seeking clarification on whether they would continue to operate the original building or if the Scruggs Company would take over entirely.
