Port Orchard's City Council is taking proactive steps to address issues of illegal dumping and property maintenance in undeveloped areas. During a recent work study meeting on March 18, 2025, city officials discussed the implementation of a waste voucher system aimed at assisting property owners burdened by illegal trespassing and dumping on their land.

The program, supported by Kitsap County Public Works, allows property owners to receive vouchers for free disposal of waste at the Olympic Transfer Station. This initiative is particularly beneficial for those who may not reside on their properties and are often unaware of the illegal activities occurring there. Council members noted that while property owners are responsible for cleanup, the vouchers help alleviate some of the financial strain associated with waste disposal.

In addition to addressing illegal dumping, the council reviewed ongoing code enforcement efforts. Currently, there are 148 active cases, primarily involving building and fire code violations, which are prioritized due to their implications for public safety. The discussion highlighted the importance of educating property owners about compliance with local regulations, particularly for new owners who may not be familiar with zoning laws.

The meeting also touched on the challenges faced by the code enforcement officer, who is currently managing these issues alone due to staffing shortages. The officer emphasized the need for regular inspections and communication with property owners to prevent violations and maintain community standards.
