County Council reviews proposal for 195-foot cell tower near Turnbull Hammock

Volusia County officials are moving forward with plans for a new cell tower aimed at improving wireless coverage in the area. During the PLDRC meeting on March 20, 2025, the board recommended approval for a 195-foot monopole tower to be constructed on a 10,000 square-foot lease area of a property currently used as a dairy and feedlot.

The proposed tower, which will be located approximately 3.34 feet west of the Turnbull Hammock Conservation Area, is designed to close a coverage gap between three existing towers, with the nearest being about 2.7 miles away. The initial tenant will be Dish Wireless, with space available for additional carriers, including Verizon. The project is expected to enhance wireless voice and broadband services, crucial for emergency notifications and public safety communications.

Staff highlighted that the tower's design includes a 95-foot fall radius, ensuring that if it were to collapse, it would remain contained within the property. The Federal Aviation Administration has also confirmed that the tower will not pose a hazard to air navigation, and it will not require lighting due to its height and distance from nearby airstrips.

Despite the anticipated benefits, the proposal has faced opposition from neighboring property owners. Concerns were raised regarding potential impacts on property values, aesthetics, and health effects related to electromagnetic frequency exposure. Residents expressed skepticism about the necessity of the tower, citing adequate existing service from other providers.

The board acknowledged these concerns but emphasized the importance of the tower for improving connectivity in the area. The next steps involve forwarding the recommendation to the County Council for final approval, with a decision expected in the coming weeks. If approved, construction could begin within 30 to 60 days, with minimal traffic disruption anticipated during the installation process.
